Understanding QCTO

What is QCTO and why does it matter?

The Quality Council for Trades and Occupations (QCTO) is the South African public entity responsible for quality assurance and oversight of occupational qualifications, part-qualifications and skills programmes on the Occupational Qualifications Sub-Framework (OQSF). Its responsibilities include the design and maintenance of occupational qualifications, accreditation of Skills Development Providers, assessment oversight and certification.

Why provider accreditation matters

Skills Development Providers that offer qualifications and programmes falling under the QCTO's occupational framework must obtain the applicable QCTO accreditation. Accreditation is therefore linked to a defined provider and an approved scope — not simply to a training company's name.

Built around occupational competence

QCTO occupational learning is designed around the knowledge, practical skills and workplace experience required for an occupation. This connects formal learning more directly with real workplace competence and South Africa's skills needs.

Quality assurance and certification

The QCTO oversees the occupational qualification system from accreditation and implementation through assessment and certification. This provides a national quality-assurance framework for occupational learning and the certificates issued within that framework.

What this means when choosing a training provider

Employers and learners should confirm two things before booking accredited occupational training: that the provider is accredited, and that the specific qualification or skills programme being booked falls within that provider's current approved scope.

Verify before you enrol

Accredited provider does not mean every course offered by that provider is automatically QCTO accredited. Starcrow 36 also offers other accredited programmes and non-accredited in-house or e-learning programmes. We identify these separately and can confirm the applicable accreditation status before enrolment.
